Ａ．取り組んでいません。渋谷区の政策は基本的に「追い出し」です。
「宮下公園の工事にあたり、公園はフェンスで封鎖する。住んでいる人はどう なっても知らない。」
2009年７月、渋谷区公園課の職員が、公園で開いた説明会の場で、こう発言しま した。発言者は、公園課の現場責任者。この言葉には区の本音があらわれている と、私たちは考えています。
また、ナイキが野宿者支援をしているという噂もありますが、私たちの知る限 り、ナイキが、渋谷駅周辺や宮下公園で暮らす人々に、何らかの援護的な施策を 自ら行ったという事実はありません。
2009年10月には、公園課と生活保護の運用を行う生活福祉課が合同で、宮下公園 で小屋を構える野宿者向けに、生活相談の窓口を設け、生活保護を中心に相談を 行いました。当時、渋谷区の生活保護窓口は、相談者を窓口で追い返すいわゆる 「水際作戦」を徹底していました。特に、野宿する人々は、役人により罵倒さ れ、人としての尊厳を踏みにじられるような言葉を浴びせられることが日常と なっていました。野宿する人々が一人で相談に行っても、まともな対応をされる ことは、まずありませんでした。そのような、都内でも指折りの悪質な福祉行政 の中での「相談窓口設置」という施策は、まがりなりにもマトモなものでした。
しかし、この相談窓口が対象としたのは、宮下公園で小屋を構え、そこで暮らす 野宿する人々のみ。宮下公園以外の場所で野宿する人々、宮下公園で暮らしてい ても、一定期間そこで小屋・テントを構えていない人々は、相談窓口に行っても 追い返されていました。つまり、この相談窓口は、宮下公園のナイキ化工事を行 うため、工事に際して支障となる野宿者の小屋を、公園からなくすための施策 だったのです。
ちなみに、相談窓口が開かれたのは、わずか1週間。生活福祉課とは別の部屋を 使い、隠れるように開かれました。本来ならば、無差別平等の運用が義務付けら れている生活保護を、ナイキパーク化工事のために、恣意的に運用したのです。
2010年2月、公園で暮らす野宿する人々のもとに、公園課の職員が再び現れまし た。公園課は、宮下公園に隣接する地域に、野宿者のための仮小屋を設置し、そ こへの移動を迫ったのです。行政自身が、野宿者のための小屋を自身で準備する のは前代未聞のこと。ナイキとの並々ならぬ関係がうかがわれます。公園課は、 野宿する人々に対し、移動を強要する執拗な説得を繰り返し、その結果、隣接す る地域に移った仲間もいます。しかし、その仲間たちに対して、仮小屋を作った 以外になんらかの生活援護の施策は行われていません。仮小屋の設置は、宮下公 園においてナイキ化工事を進める目的の下、小屋を持った野宿者を公園から追い 出すために、進められたのです。
このように、渋谷区の野宿者への政策は、基本的に、排除と追い出しであり、生 活を援護するという側面はほとんどありません。
国レベルでは、昨年度から、緊急雇用対策予算が組まれ、失業状態にあり、貧困 に直面している人々が仕事に就けるよう取り組みが始まっています。自治体の中 には、この予算を使って、野宿をしている人が就労できるような仕事を作り出し ているところもあり、公園課や土木課が窓口となって仕事を出しているケースも 少なくありません。しかし、渋谷区においてはそのような施策は一切行われてい ません。
