宮下公園の「テーブルと椅子」。誰でも利用できます。ここ数日はいろんな人たちが休憩、読書、打ち合わせなど代わる代わる使っています。
また、カフェの隣の公園のブランコでも親子で楽しむ姿が見受けられるようになりました。

先日4月1日のナイキパーク工事の着工を阻止し、誰もがアクセス可能な公園をわたしたちは守っています。この公園は「自由」と「排除からの抵抗」の空間であり、わたしたちは自律的な公共空間を考えていきます。

12月4日「ナイキ化反対インフォセンター」レポート
ラテンで、インフォセンターISバーニング
寒さを吹き飛ばせ、とばかりに、DJ盆栽のラテンフレイバーの曲が、立て続けに流れ、そこに、ムラミンゴやカスリッパのナイキ化をデスるＭＣが被さり、どこかインド舞踊を彷彿とさせるデンジャラス蝶子の創作ダンスが路上を脱臼させる、、、という最終局面に至った今回のインフォセンター、異質なものこそが、路上の王であり、決してナイキには実現出来ない質こそが（したくない質こそが）都市の解毒剤である、、、という風にも解釈したいところ、、、というか、まぁ、そんな感じであった。
まずは、私が３０分遅刻したことによって、１９時３０分より看板などの準備、45分に開始。
前回も来てくれたＨさん、東京大学の社会学の学生のＴさんが来てくれる。
路上のハギさんが寄って、お茶を飲む。
盆栽さんのラテンの曲によって、たぶん南米の人が近寄ってくる。しかし、日本語も英語も解せず、スペイン語のみ、、さすがにチラシがないが、全員と熱い握手。路上生活をしていると思われるおじさんも座りこむ。さりげなく、ビラを渡したりもしてくれる。マイクアピールなど適当にする。
デンジャラス蝶子（以下デン子）さん登場。ノジレンの面々が、路上パトロールのついでに寄っていく。シモキタさんが登場。
映画監督の大木裕之さんたちが偶然、通りがかる。しばし談笑。先日、イベントに宮下公園のことで呼んでもらったばかりだ。
ムラミンゴさん自転車で登場。いきなり、マイクを握りデン子を煽る。創作ダンス。デン子は、踊りながらも着実にビラも配布。シモキタさん、Ｔさんのインタビューを受ける。
かなり盛り上がってきた21時３０分ころ、遠くから警官の姿。やはり、我々を注意に来たらしい。「苦情が入ってしまいまして、、匿名で。」というので「どんな苦情です？」と聞くと「音量のことです。」。「じゃあ、絞ります。あと３０分で終わりますから。」というとすぐに帰っていった。近隣ではなく、通行人からの苦情とのこと。そこで、盆栽さんのギター演奏に。ボサノヴアなど。適当に、フェンスなどを叩き演奏をする。しだいに演奏もノリがよくなり、再び、フェラクティやラテンの曲に移り変わり、カスリッパが上乗せでラップ。スケーターがきたり、チラシもそこそこもらっていく。そして、、、前述のフィナーレに向かって、フェンスを前に我々が踊っている空間に。長々と。
終了は22時45分。

15時から宮下公園大階段のフェンス前で、始める。
守る会のＮさん、Iさんがくる。
前回立ち寄ってくれた明治学院の学生さん（社会学）が２人連れでくる。
お茶を飲み、みかんを食べる。
警備員の方に、フェンスからの出入りの通路だけはあけてください、といわれる。
公園内に住んでいたＭさんがやってきて、学生さんらと歓談。変幻自在なＭさんの語りのペースに学生さんらは、はまっている様子。
１７時３０分にインフォセンターを畳む。
次回は来週になると思います。

１４時３０分くらいから、大階段の前（歩道の反対側）で開始。
大階段のところに掲示してあるイメージ図はかなりの人が見ていきます。
「建築基準法による確認済み」なる掲示が新たに加わりました。設計者がアトリエワンと書いてあって、おそらくは、それを表に出したくなかった故の時間差掲示なのではと思われます。
明治学院の学生の方が、話しかけてきて、段ボールに座って、お茶を飲む。社会学をやっていて上野の路上生活のコミュニティを調べている方でした。渋谷にも、一応調査をかねて来たようでした。
人はこちらを気にするけど、チラリとみる感じ。しばらく寝る。
知人のIさんがやってくる。菓子を食べる。イメージ図を写真にとっている人がいるので、声をかける。
スケーター。原宿にあるデザイン専門学校に通っていて、宮下公園がみんなが楽しめる公園にするにはどうしたらよいか、を研究しているとのこと。卒論だったか、、、。スケボー場が有料になることは知らなかったようだ。しばらく話す。
知人のMさんが、いつものように酔っぱらってやってきて、ジェスチャーにて会話。
１７時すぎに終了。
平日昼なのにも関わらず、宮下公園のことを関心もって訪れている様子の人がチラホラ散見された。

「ナイキパークは廃墟になるだろう」
ナイキパークという名前はやめたんだっけ、、、
でもまぁ、内容は変わらない。
歴史的にみて、宮下公園のある場所は、何回も生まれ変わってきた。しかし、その度に、あの場所は、空き地に戻ろうとする強い斥力が働いてきた。雑草が雑草のように生き残る不思議な場所なのだ。
関東大震災（大正12年）の後には、避難民が仮の小屋掛けをした。戦争中には、強制建物疎開によって、家屋が壊された後、戦災復興の緑地として公園になった。といっても、渋谷区によると昭和23年開園とされ一旦整備されたようだが、昭和33年の写真においては、草がボウボウであり、小屋らしきものが園内に建っている。また、のんべえ横町と公園の境には、厚生館とされた平屋の建物がある。（どういう役割の施設だったのか、、戦災孤児のためなのか、、、分からない）。昭和41年（1966年）に、おそらく東京オリンピック（1964）の渋谷の再整備の流れで、宮下公園が２F建てになってしまった。１F部分の駐車場の企業の利益のため、しかも議会には何の話もなく決定し、工事（同じく東急建設）をした。ナイキパークは似た問題をぶり返している。その時にも、渋谷区は明るい公園になるなどと散々宣伝につとめていた。しかし、９０年代の終わりからやはり、不況の影響もあり、たくさんの生活者が小屋をつくる場所になった。
蓋を被せられ暗渠となった渋谷川と線路にはさまれた細長い土地に眠る記憶は、何度でも空き地を呼び戻す。
有料のスケートボード場などに、人がくるのは、一時だけだろう。スケーターたちは街を走ることをやめるわけがない。スケボーを駅から小脇に抱えてノコノコやってきて、おとなしくお金を払って公園ですべりましょう、なんてあり得ない。
やがて、スケートボード場のコンクリの地面はひび割れて雑草が芽吹くだろう。
宮下公園は、何度でも空き地になる。雑草が雑草のように生きていく場所なのだ。

宮下公園は、大都市に口を開いた潰瘍になりつつある。厳重にフェンスで囲まれた公園は、正常な細胞との間が盛り上がった口内炎のようだ。そして、中は爛れている。ナイキは口を開くたびに、傷口が痛むだろう。
「宮下NIKEパーク」という名前を使うのをやめました、というのは、お笑い草だ。
彼らと渋谷区が結んだのは、ネーミングライツ協定ではなかったのか。名前を変えないネーミングライツとは一体なんなのか。
そして、それにも関わらず、実質的にナイキパークに変える工事を続けているのはなぜなのか。
以前から指摘されていることだが、今回の協定の中には、ネーミングライツの内容として、公園の整備が含まれるという異様なものだ。そして、この整備が、ナイキの権利であり利益であることは、協定の構造上からも明らかだ。（その対価として施工された公園施設を区に引き渡す）
協定の異様さが、名前を変えないことで浮き彫りになってしまった。
ナイキが下手な弁明をするほどに、傷口はますます痛むだろう。なぜなら、すでに手の施しようがないほど病状はひどいからだ。
ナイキにもし知恵があるならばやるべきことは、潰瘍がこれ以上ひどくならないように、工事を凍結し、白紙に戻すこと。あとは、口をつぐんで安静にして、みんなが忘れてくれるのを願うのがいい。
新連載『ナイキの夜』
Giorgio Agamben in his book, “The Coming Community (1993)” once said that there is such thing as, “inessential commonality, a solidarity that in no way concerns an essence”. And this best describes his concept of “Whatever Singularity”. The film entitled “Eviction(S)” attempts to connect singular localities (Manila and Tokyo) by tracing the disastrous footprints of Global Capital. In the case of Tokyo, the giant corporation NIKE is robbing off the public its right to own a space free from consumerism. Whereas in Manila the Urban Poor is being systematically exterminated in the name of foreign investment. Thus, it is inevitable that our resistance be Transnational as Capital.

10月12日、渋谷区からナイキジャパンに工事権が引き渡され、「宮下NIKEパーク」の本格工事が始まった。

いきなり、元気がいいいいい！！！！元気がいい女性が登場。
激しい面白すぎる語りに圧倒されました。
元ボクサーの友人も、思わずノックダウン。（写真1参照）
スペースシャワーTVに、いきなり取材をうけました。（写真2、3参照）
スケーターが「スケートパークできるの、やったぁ。何？有料、いかねぇよ。」と言い残し去る。
バーべQに来た３人連れが「入れないの」と不満そう。「横にもなれないのか」とじっと公園をにらむ。
そんなこんなで１７時まで、、、最後まで元気な女性のトークに元気づけられながら、徐々に夕方になる渋谷に座っていました。

「みんなの宮下公園をナイキ化計画から守る会」と「渋谷・野宿者の生存と生活をかちとる自由連合（のじれん）」の共同抗議声明です。
抗 議 声 明
10月1日の宮下公園における渋谷区による野宿生活者の小屋の撤去に抗議します。
10月1日、渋谷区は渋谷区立宮下公園での行政代執行の対象外であった野宿生活者の小屋を突然、無断で撤去しました。今回の撤去にあたり、渋谷区は法的な手続きをまったく踏むことなく、小屋を使用していた本人に対しても、何の予告も通告もしませんでした。
渋谷区は9月15日に宮下公園を全面的にフェンス封鎖し、そこに住む野宿生活者たちの強制排除を行ないました。さらに、私たちの反対にも関わらず、9月24日の行政代執行によって公園内の物件を撤去したことは報道等により多くの人に知られることとなりました。しかし、長年宮下公園に住んでいた特定の野宿生活者の小屋に関してはこの行政代執行の対象外であり、公園の封鎖後も出入りや公園内での生活の継続を区が認めざるを得ない状況であった事実はほとんど知られていません。
今回撤去された小屋は、区が公園内での生活を認めていたはずの野宿生活者が使用していたものです。しかし、渋谷区は「部分閉鎖」と発表しながらも、公園のすべての入口を封鎖し、警備員を配置して監視させました。また区職員が「入ったら不法侵入だ。逮捕させるぞ」などと、特定の野宿生活者に対して脅迫してきました。そのために公園内に入ることができない状態が続いていました。そのような不安を強いられた上に、小屋が撤去されてしまい、本人は生きるための場所を突然奪われました。
このような事例は、全国においても極めて稀有であり、今回の渋谷区による野宿生活者の強制排除と小屋の撤去は到底許されるものではありません。私たちは以下の通り、この渋谷区の行為に強く抗議し、謝罪と補償を求めると共に、早急に小屋を復旧することを要求します。
１．渋谷区による野宿生活者の強制排除と小屋の撤去に強く抗議します。
２．小屋の撤去に関して、区としての指揮監督責任を明らかにし、小屋を撤去された
本人に対し、謝罪と補償を求めます。
３．今回撤去した小屋を、早急に復旧することを求めます。

海賊版『宮下公園音頭』2010.9.26 美竹公園
東京都渋谷区は2010年9月24日、行政代執行を実施し、公園内のテントなどを強制的に撤去した。
渋谷区は宮下公園内を報道陣に公開。メディアへの公開は行政代執行の物件目録に記載されていない’渋谷区によって壊された公園生活者の小屋’であった。多くのメディアはその事に気付かず、「反対派が残したゴミ」として報道する。OurPlanet TVがその点を批評報道する。
壊された小屋については、A.I.Rは多くの議論を経て、これらを自主的に片付けるのではなく、あえて残し、行政の暴力性を可視化する事を選んだ。

東京都渋谷区は2010年9月24日、行政代執行を実施し、公園内のテントなどを強制的に撤去した。同日、霞ヶ関の司法記者クラブで記者会見が行われた。
